Despite economic uncertainty, Americans are increasingly taking the leap into entrepreneurship, and the data shows it. In 2025, over 3.5 million new LLCs have been formed across the U.S. between January and August. But after starting an LLC, business survival rates drop to just 52% after five years and 35% after ten years, showing how tough the long game can be.
But, not all states offer the same opportunities; some stand out with lightning-fast approval times, higher business survival rates, and stronger growth, while others make it harder for entrepreneurs to gain traction. To identify the true LLC capitals of America, Formations analyzed federal and proprietary data across 49 states and the District of Columbia. The findings reveal where entrepreneurs have the best shot at success, and where the challenges are greatest.
Key Findings
- Washington is America's LLC Capital, ranking first overall with a strong combination of LLC formations (269 per 10,000 workers in the first eight months of 2025), high business survival rates, and continued net business growth year over year.
- Wyoming (#2) is the density leader with an unmatched 1,595 new LLCs per 10,000 workers during the first eight months of 2025, far exceeding any other state.
- Minnesota ranks last (#50), largely due to steep declines in new business formations year-over-year (-94 net decline per 100,000 population).
- Massachusetts also struggled (#49), weighed down by a sharp decline in new businesses despite a strong survival rate.
- On average, entrepreneurs wait seven days for LLC approval, and more than three in four new businesses (79%) survive their first year.

Methodology
To identify the LLC Capitals of America, the Formations team analyzed data across four key metrics. Each metric was weighted and combined into a composite score for each state, scaled out of 100. North Dakota was excluded due to insufficient reporting.
